风力发电机设备产业化专项资金补助标准确定

为加快我国风力发电机设备制造业技术进步，促进风电发展，财政部昨日发布《风力发电设备产业化专项资金管理暂行办法》。《办法》明确了中央财政安排风电设备产业化专项资金的补助标准和资金使用范围，同时也明确了产业化资金的支持对象、方式及支持条件.

根据《办法》，对满足支持条件的风电设备生产制造企业的首50台风电机组，中央财政将按600元/千瓦的标准予以补助，其中整机制造企业和关键零部件制造企业各占50%，各关键零部件制造企业补助金额原则上按照成本比例确定，重点向变流器和轴承企业倾斜。产业化资金必须专项用于风电设备新产品研发的相关支出.

《办法》明确，产业化资金支持对象为中国境内从事风力发电设备（包括整机和叶片、齿轮箱、发电机、变流器及轴承等零部件）生产制造的中资及中资控股企业。尿毒症资金主要是对企业新开发并实现产业化的首50台兆瓦级风电机组整机及配套零部件给予补助，补助金额按装机容量和规定的标准确定.

根据《办法》，申请产业化资金的风力发电设备制造企业必须符合6项条件：一是设备具有自主知识产权和品牌，包括自主研发、联合开发或引进技术再创新，必须拥有完全的技术文件；二是风电机组的单机容量在1500千瓦（含）以上；三是风电机组通过北京鉴衡认证中心的产品认证；四是风电机组配套的叶片、齿轮箱、发电机由中资或中资控股企业制造，鼓励采用中资或中资控股企业制造的变流器和轴承；五是同一企业申请支持采用相同技术的不同型号产品，产品功率差在500 千瓦（含）以上；六是风电机组在国内完成生产、安装、调试，无故障运行240小时以上，并通过业主验收.

《办法》规定，企业要严格按照要求填报产业化资金申请报告及相关材料，对弄虚作假的企业，财政部将扣回补助资金，并追究相关单位和人员的责任。

产鹅肥肝的鹅在国外以填鸭式的方法饲养，而用特殊的“高密度饲料”自然饲养法生产的鹅肥肝，比人工填饲要科学、合理得多。这种专用育养鹅肥肝的饲料，主要是在青饲料中增加营养素的密度，再用鹅诱食剂，如麦苗提取物、食盐、虾精、带青菜香味的玉米制品等，然后用磷脂作营养肝脏的“靶向剂”，让鹅自然大量摄食，以此促进其肝脏快速生长发育。如在其中适当添加某些特殊氨基酸、酵母核酸等肝脏促长营养素，其效果更佳。　　

鹅肥肝含脂肪60％—70％左右，其中软脂酸21％—22％，亚油酸1％—2％，中链脂肪酸及16碳烯酸3％—5％，肉豆蔻酸1％，不饱和脂肪酸高达65％—68％。每100克鹅肥肝中卵磷脂含量为4．5—7克，核糖核酸9—13．5克。鹅肥肝还含丰富的维生素、多种消化酶、肝糖元、ATP、磷酸腺苷以及一系列颇有营养作用功能的物质。　　

风味更美的“蜜炙鹅肥肝”　　鹅肥肝由于需要冷藏，销售受到一定的限制。笔者建议，可以采用传统的蜜炙工艺技术，解决这一问题。蜜炙是我国中药炮制的一种方法，用于生产“蜜炙鹅肥肝”是一种创举。具体工艺是：在割取鹅肥肝工艺流程的基础上，增加灌洗工艺，即用含消毒剂的生理盐水将鹅肥肝中的残血、苦味胆汁灌洗干净，然后用配有天然香辛料的蜂蜜进行蜜炙。　　

蜜炙前应先“炼蜜”。将石菜、少许孜然以及一些可使肉类去腥、增香的天然调料，用优质白酒提取、过滤、浓缩，再按一定比例加到蜂蜜中，然后将其加热（文火），按中药炮制法进行“炼蜜”。“炼蜜”的温度控制在巴氏消毒的温度范围内，再将经过灌洗的鹅肥肝置于“炼蜜”中进行蜜炙，然后取出烘干、包装，即可获得“蜜炙鹅肥肝”产品。

Compressed Air can be stored, allowing the use of machines when electrical power is lost.

Very small fire hazard (compared to Hydraulic Oil)

Advantages of hydraulics

Fluid does not absorb any of the supplied energy.

Capable of moving much higher loads and providing much higher forces due to the incompressibility.

The hydraulic working fluid is basically incompressible, leading to a minimum of spring action. When hydraulic fluid flow is stopped, the slightest motion of the load releases the pressure on the load; there is no need to "bleed off" pressurised air to release the pressure on the load.
